Director, Credit & Enterprise Risk at OPEC Fund for International Development
The OPEC Fund for International Development is recruiting to fill the position of Director, Credit & Enterprise Risk in Austria.
The OPEC Fund is a multilateral development finance institution established in 1976 and owned by 12 Member Countries, including Nigeria, Saudi Arabia, the United Arab Emirates and others.
The successful candidate will provide senior strategic and technical leadership within the Risk Management Department, overseeing credit risk across sovereign and non-sovereign operations while supporting broader enterprise risk management, portfolio resilience and institutional risk initiatives.
About the Role
The Director, Credit & Enterprise Risk is a senior leadership position responsible for credit risk oversight at both transaction and portfolio levels.
The role covers sovereign and non-sovereign financing and includes responsibility for credit assessments, internal risk ratings, portfolio quality, sovereign risk analysis, country and sector exposures, pricing, restructurings, expected credit loss assessment and credit risk governance.
The Director will also support the Chief Risk Officer in maintaining forward-looking risk management practices aligned with leading multilateral development bank standards.
Key Responsibilities
Credit Risk Leadership
- Lead credit risk oversight across sovereign and non-sovereign operations.
- Oversee independent credit assessments, internal risk ratings, pricing reviews and risk recommendations.
- Provide independent risk clearance for new transactions and significant portfolio actions.
- Review restructurings, waivers and impaired asset strategies.
- Assess sovereign risk, country limits, sector exposures and concentration risks.
- Lead the administration of the Credit Committee.
- Provide independent challenge on transactions and risk-taking proposals.
- Develop and maintain internal credit rating models and methodologies.
- Ensure credit frameworks incorporate ESG and climate-risk considerations.
Portfolio Monitoring and Risk Metrics
- Oversee watchlist exposures, restructurings, waivers, impaired assets and recovery actions.
- Oversee expected credit loss assessments in line with IFRS 9 and institutional policies.
- Recommend mitigating actions when portfolio risk indicators approach approved limits.
- Support stress testing and scenario analysis.
- Lead the development and implementation of early warning and watchlist processes.
- Support integrated portfolio and enterprise risk assessments.
- Contribute to institutional risk dashboards and enterprise risk reporting.
Credit Risk Policies and Methodologies
- Develop and enhance credit risk policies, guidelines and methodologies.
- Ensure risk frameworks align with institutional strategy and risk appetite.
- Review internal risk-rating methodologies and ECL frameworks.
- Enhance portfolio monitoring and concentration risk tools.
- Monitor changes in MDB, accounting and rating agency practices.
- Lead the development of credit risk appetite, tolerance levels and risk limits.
Capital Adequacy and Balance Sheet Risk
- Contribute to capital adequacy analysis and portfolio resilience assessments.
- Assess the impact of lending growth and portfolio composition on capital adequacy.
- Support concentration risk and portfolio quality analysis.
- Lead portfolio optimization and diversification initiatives.
External Risk Engagement
- Support relationships with international credit rating agencies.
- Prepare analytical materials for annual rating reviews.
- Liaise with external auditors on credit risk matters.
- Monitor developments in rating agency methodologies.
- Build relationships with peer MDBs and other external stakeholders.
Risk Governance and Reporting
- Support the Chief Risk Officer in maintaining strong second-line risk governance.
- Contribute to risk submissions for senior management and governing committees.
- Oversee credit and portfolio risk reports.
- Promote transparency and discipline in credit risk decisions.
- Support enterprise-wide risk coordination.
- Develop technical capabilities within the Risk Management Department.
- Oversee credit risk management systems and related platforms.
- Perform other duties assigned by the Senior Director or Chief Risk Officer.
Qualifications and Experience
Applicants should possess:
- A Master’s degree in Business Administration, Economics, Risk Management or a related field from a recognized institution.
- CFA, FRM, PRM or an equivalent professional qualification is desirable.
- At least 15 years of relevant credit risk experience.
- Experience covering sovereign and/or non-sovereign financing.
- Experience with leading multilateral development banks or global financial institutions.
- At least 5 years of experience in a AAA-rated multilateral development bank in relevant risk management roles.
- Preferably, at least five years of experience with global or regional banks, fund managers or multilateral/bilateral development financial institutions.
- Fluency in English.
- Working knowledge of Arabic, French or Spanish is an added advantage.

Ideal Candidate
The ideal Credit Risk Management leader will have extensive experience in sovereign and non-sovereign credit risk, particularly within a multilateral development bank or major global financial institution.
